11th EADI General Conference/ EDC2010 day (21 - 24 Sep. 2005, Bonn)

2005 is the Year for Development. In particular it is the year when the world will look again at the UN Millennium Development Targets and consider what more has to be done to achieve them. The year is also a crucial moment for European development cooperation. EU Member States have already agreed to effectively doubling aid until 2015. A number of decisions will be taken or enter a final stage in negotiations: In October this year the three principal European institutions - Council, Commission and Parliament - are expected to agree a new overall Development Policy. Discussions on the mid-term financial planning of the EU (“Financial Perspectives”) are ongoing and will determine the framework for development cooperation for the next seven years. Additionally, trade negotiations of the Doha Development Round will pick up again in Hong Kong in December; their outcome will have open or narrow down development opportunities for many countries.

The EADI Conference on Insecurity & Development in Bonn was a moment to pick up on this debate and revisited the EDC to 2010 project launched by EADI two years ago. Friday, 23 September, was particularly devoted to European Development Co-operation, and provided research based input for the policy debate: the EDC to 2010 Day aimed at bringing researchers and policy-makers together in an European conversation, bridging both professional boundaries as well as geographic and language divides. Various workshops and plenaries linked back together and ideas emerging from the conference discussions was pulled together into a coherent set of conclusions and policy recommendations.
